Ch 5, sl st tog to make a ring.

Round 1: Ch 3, 14 dc in ring. Sl st tog into the top of ch 3. (Count the ch 3 now and throughout as 1st dc)

Round 2: Ch 3, dc in same st, 2 dc in each st around.

Round 3: Ch 3, dc in same st, *dc in next st, 2 dc in next st. Repeat from * around. Sl st tog.

Round 4: Ch 3, dc in same st, *dc in next 2 sts, 2 dc in next st. Repeat from * around. Sl st tog.

Round 5: Ch 3, dc in each st around. Sl st tog.

Round 6: Ch 3, dc in same st, *skip 1 st, 2 dc in next. Repeat from * around. Sl st tog.

Round 7: Sl st to middle of 2dc from previous round, ch 3 and then dc in same st. *skip 1 st, 2 dc in next. Repeat from * around. Sl st tog.

Round 8- 15: Repeat Round 7.

Round 16: Ch 2, *hdc in the space before the 2dc from the previous round, then hdc in space between 2dc. Repeat from * around. Sl st tog.

Add Fun Fur for Girl's hats if desired.  I usually add it with a smaller hook like a G or H and just sc around the hat.  Then finger fluff the fun fur.
