I forgot to measure the waist before putting in the elastic, but there was plenty of room.  The skirt measures 14" lengthwise.

I made a rectangle and then sewed up the seam except for about 5 inches.  I turned the skirt so the seam was on the side and added shell edging all the way around.

This skirt could easily fit a size 6 if you made more rows.

7 ozs approx. Red Heart worsted weight acrylic Pale Yellow yarn

Row 1: Ch 86, sc in the 2nd ch from the hook. Then sc in each st across. Ch 3, turn.

Row 2: Dc in the first sc from previous row, *skip 2 sts, in next st do (dc, ch1, dc). Repeat from * across. Ch 3, turn.

Row 3: Dc in first ch 1 space from previous row. *In next ch 1 space, do (3dc, ch 1, 3dc) shell, then (dc, ch1, dc) in the next ch 1 sp. Repeat from *, end with 1dc, ch 1, 1dc under turning ch. Ch 3, turn.

Row 4: Dc in first ch 1 space, *in next ch 1 sp do (dc, ch 1, dc). Repeat from * ending 1dc, ch 1, 1dc under turning ch. Ch 3, turn.

Row 5: Repeat Row 3.

Row 6: Repeat Row 4.

Row 7: Repeat Row 3.

Row 8: Repeat Row 4.

Row 9: Repeat Row 3.

Row 10: Repeat Row 4.

Row 11: Repeat Row 3.

Row 12: Repeat Row 4.

Row 13: Repeat Row 3.

Row 14: Repeat Row 4.

Row 15: Repeat Row 3.

Row 16: Repeat Row 4.

Row 17: Repeat Row 3.

Row 18: Repeat Row 4.

Row 19: Repeat Row 3.

Row 20: Repeat Row 4.

Row 21: Repeat Row 3. Fasten off and weave in ends.

I sewed up all but the bottom 5 inches of the seam.  I laid it so the seam was on the side.  Then I added a 7dc shell border all the way around.  I started at the slit on the side and then came around and ended on the side seam.  Fasten off and weave in all ends.

I use elastic on all my daughter’s clothes. So I take the ¼ inch elastic, measure it to my daughter's waist and cut. Then I sew the one end into a circle. Then I sc the elastic to the first row of the skirt. Fasten off and weave in ends.
